Salary and Payroll Guide: Gross-to-Net and Net-to-Gross Payroll Simulation
Job offers and contracts usually state pay as a gross amount. However, the net salary deposited into an employee's bank account can vary each month because of statutory insurance contributions, progressive income tax brackets, stamp tax, and legal exemptions. The employer's total employment cost is also higher than gross salary.
HesapYap Salary and Payroll Calculator; converts gross salary to net salary, or a target net salary to the required gross amount, in seconds. It also shows cumulative tax changes across all 12 months and total employer costs with detailed payroll items.
1. How Do You Convert Gross Salary to Net Salary?
Gross salary is the legal entitlement before deductions. Net salary is what the employee receives after all statutory deductions and state-provided tax exemptions are applied.
Net Maas¸=Bru¨t U¨cret−(SGK I˙s¸c¸i Primi+I˙s¸sizlik Primi+Gelir Vergisi+Damga Vergisi)+Asgari U¨cret Vergi I˙stisnaları
In a standard private-sector (4/a) payroll, the statutory deductions from gross salary are:
Deduction Item | Statutory Rate | Applicable Base |
|---|---|---|
SGK (Social Security Institution) Employee Contribution | 14% | Earnings Subject to Contributions (Gross Earnings) |
Unemployment Insurance Contribution | 1% | Earnings Subject to Contributions (Gross Earnings) |
Income Tax | 15% – 40% | Monthly Tax Base (Gross - SGK Deductions) |
Stamp Tax | 7.59 per thousand | Total Gross Pay |
2. Why Does Net Salary Gradually Fall During the Year?
For employees on a fixed gross salary, the decline in take-home pay toward year-end is caused by the cumulative income tax base .
- Each month, the 14% SGK employee share and 1% unemployment contribution are deducted from gross pay to find that month's tax base.
- This base accumulates from January onward.
- As the total base exceeds the income tax bracket thresholds set by Gelir İdaresi Başkanlığı (GİB, Revenue Administration), only the earnings above each threshold are taxed at the successive rates of 20%, 27%, 35%, and 40%.
- As the tax rate rises, deductions increase and net salary falls.
When the calendar year ends (1 January), the counter resets and all employees start again at the lowest bracket of 15%.
3. Minimum Wage Tax Exemption (Law No. 7349)
One of the most important legal protections in payroll calculations is the minimum wage exemption.
Under the legislation, the portion of every employee's salary up to that month's gross minimum wage is fully exempt from income tax and stamp tax.
- Each month, the income tax amount corresponding to the minimum wage is directly deducted (offset) from total income tax calculated on payroll.
- Likewise, no stamp tax is deducted on the amount up to the gross minimum wage.
This mechanism acts as a legal safeguard against excessive erosion of net pay even as employees move into higher tax brackets.
4. SGK Ceiling (Limit on Earnings Subject to Contributions)
Social security contributions do not increase indefinitely with gross salary. Under Law No. 5510, an annual Upper Limit on Earnings Subject to Contributions (SGK Ceiling) is set. The statutory rule sets the SGK ceiling at 9 times the gross minimum wage (as of 2026).
For employees whose gross salary exceeds this ceiling:
- On earnings above the ceiling, the 14% SGK and 1% unemployment contributions are not deducted (deductions are capped at the ceiling amount).
- Income tax continues to be calculated on all gross earnings without a ceiling.
5. How Is Total Employer Cost Calculated?
The employer's total cost is more than gross salary; employer insurance contributions are added:
Toplam I˙s¸veren Maliyeti=Bru¨t Maas¸+SGK I˙s¸veren Primi+I˙s¸veren I˙s¸sizlik Primi−Yasal Tes¸vikler
- SGK Employer Share: In 2026 the standard rate is 21.75%. However, the 5-point Treasury incentive for employers with no contribution debts who file returns regularly reduces the effective rate to 16.75% in practice.
- Employer Unemployment Share: 2%is the rate.
- Result: For a business receiving the incentive, total employer cost reaches approximately 118.75% of gross salary.

Frequently Asked Questions
What is the difference between a net salary and a gross salary agreement?
With a gross salary agreement, net pay falls as the tax bracket rises, while employer cost stays fixed. With a net salary agreement, take-home pay stays fixed throughout the year; employer cost rises toward year-end because the employer bears the additional tax burden.
Does my tax bracket reset when I change jobs midyear?
If you provide the new employer with a cumulative tax base statement from your previous job, your bracket continues where it left off. Without a transfer, the new job starts at 15%; however, if combined wages from the two employers exceed the GİB filing threshold at year-end, you may need to file an annual income tax return and pay the difference yourself.
Is income tax or stamp tax deducted from minimum wage earnings?
No. Under Law No. 7349, earnings equal to the minimum wage are fully exempt from income tax and stamp tax.
